Steam changes policies all the time for various things.
One of the most populair visual novel series out there, Nekopara, has an 18+ patch. If I'm correct 3 out of 4 maingames have the 18+ patch available direcly through Steam, while for the last game, you have to get it from the developer's website because Steam changed their minds at some point.

Joking aside, there's multitude of ways of making them, but the easiest method that I'm currently using is youtube-to-gif website + online video/gif cutter if the youtube-to-gif doesn't trim your gif as you'd like + uploading the final output either on discord or on my giphy account.
Now I'm back to making some more waifu gifs.
Edit: Here's fresh two new gifs from an upcoming tactical gacha game.

I'm going to add handbrake to the 'work flow' because even if these gifs are short in length they're still a bit too large in size. Encoding the gifs into webm reduces their size substantially which also makes for a better viewing experience for mobile users (gotta think of that engagement).It's a secret.
