I mean..I don't think she should be shamed if it was, it happens, etc. The spray tan explanation, just doesn't click for me. In my experiences, spray tan goes on tacky, dries quickly, and while it might get splotchy, doesn't stream down like that in sweaty situations. I guess it depends on the brand, or maybe she was perspiring severely. I'm probably putting too much thought into it.
