I was once the "evillore" of a forum, the owner, administrator and moderator of it, not as big as GAF but still with decent activity each day.
If my forum is anything to go by, "Tags" really arent other than member levels, there really isn't a feature where you can "write a cool phrase for someone to have" or anything like that. Instead of that by putting a Tag., you basically create a new level, so it goes like this
.- Admin/Mod.
.- Mod
.- [all Tagged accounts]
.- Members
.- Junior Members
where the last three have the same privileges, only with juniors not being able to create threads.
that's why few people get a Tag, because an administrator (not a mod.) has to go out of his way to write whatever funny or interesting line occurred and basically create a new member level.
I know that I was giving tags to my forum's stronger followers but it was a bit annoying.

You see, this is where you have that weird situation where you'd run up to people you know irl and go "duuuuude, I got a tag on gaf!" and you get the blank face in return. I remember it when I had my account approved and became a junior. My work mates didn't appreciate the awesomeness of it at all.
