I think they tried to bring that to sfxtekken with gems but it was not as well executed as it should have been.

You mean the formation of the buttons or where the buttons are placed? The layout with the convex shape is normal and is the japanese layout in arcades.

yes but you tap back instead of forward like 3s.

Yep, that was Garou's answer to parrying back in the day. And in CvS2, there were some little tweaks made to it - no accidental down JDs, shorter input time/stricter imputs, can't be normal thrown during an effective JD, etc.
