I can't say for certain about Mega Man 7, as I never bothered playing that game. But you can check out this article that looks back at Mega Man & Bass, as it explains better than I ever could.

That article ends acknowledging that MM9 and beyond owe a lot to MM&B so I'm not really sure what you're getting at. All of Mega Man's "advanced" actions are retained in Proto Man and balanced around a smaller life bar and Bass returns mostly intact, just without the design breaking double jump.
