According to cannon, which Street Fighters are most powerful?

Cannon wise Cody is one of the strongest street fighters... even so because it never fight serious and put limitations to not kill the other fighter if he goes serious.
- Akuma faced that Cody could be powerful if he stop to use the handcuffs
- Cody beat easily Ryu
- Cody can beat most of Street Fighter staff at the same time (he is specialist in 1 vs Multiples opponents)

Cody has proved himself MULTIPLE times against the SF cast.

Basically, just like in comics, when a series has been around for a while, everything about it becomes a mess full of inconsistencies.
If you ignore all the nonsense, making a list like this becomes much easier and intuitive.

I like how people pull the winquote card like that shit is actually canon. It's just random shit. Next thing you know, Gief will be considered high tier too (since Oni acknowledged his strength).

You guys are pretty confusing, you say the comics aren't really canon but then again use it as evidence as canon. Like obviously the games are "most canon" but stuff like the UDON comics aren't necessarily 100% consistent since Capcom themselves flip flop around so much. Like I know SF is a clusterfuck storywise since there is even the possibility of Akuma being Ryu's father or something. In the games you could tell some fights happen for sure, like Ken beat Ryu in Alpha 2. But you never really hear about that time that Ryu met Cody or Dudley (where he managed to talk to Elena through a tree of all things).

I used to main Cody in AE as well, so I love the character, but it's obvious the top tier storywise are--Akuma, Gouken, M.Bison et al.

Well, different people say different things.
The comics are all not-canon. I think the only one that is kinda debatable is Ryu Final, but even then, that's stretching it.
There used to be a very very coherent list made by a guy who thumbed through official materials and shit within the plot guide, but for some reason I can't find it.

Yea, it would be cool if capcom released something like Nintendo did for Zelda. I wonder if some street fighter timeline would make the Legend of Zelda one look tidy.

Overall though, Bison only just lags behind the true powerhouses, but is probably one of the most cunning, shrewd, and ruthless of the bunch. If it were a straight-up fight, he'd lose (after a proper fight), but he's the type who would do things better than that.

Cody is so strong that akuma was like DAMN you strong.
Cody so strong ryu had to use the devil gene to beat him because he got knocked out quick
Cody so strong than when he does an uppercut whirlwinds spawn from the ground.
