Yeah, this seems pretty unverifiable. The art is well done, but the 3D assets could've been done by anyone. People have gone to far longer lengths for a hoax.

I'm sure that sometime between 2006 and 2011 there was a Bully sequel in development, since Rockstar didn't shift to a combined development structure until later.
