$1 billion in investments for development of first party/exclusives (this includes paying for timed exclusivity on Titanfall)
$3 billion for the APU Tech project
A marketing campaign "significantly" larger than the one for Kinect, so half a billion+

$5.7 billion+ so far in investments for Xbox One.
They didn't invest $3bn in the APU, that is the deal's worth to AMD. In other words they expect $3bn revenues from MS over Xbox One lifetime. They didn't go 'here, AMD, take this $3bn and make us a real good APU, yeah?'.
Additionally the $700m data is nothing to do with Xbox One, it belongs to Azure of which Xbox will use a small portion of. It isn't being built just because of Xbox One and isn't an IEB investment.
