What she's suggesting won't happen though because at some point the government would have to speak to experts before it goes anywhere near parliment.
Haven't you heard? The UK is sick of experts.
 
I don't understand how they could implement such a thing anyway. Obviously WhatsApp is owned by Facebook which in turn has a large presence in the UK and therefore the UK has some leverage. But what's to stop some whizz basically setting up an alternative that doesn't have such a presence and over whom the UK government has no leverage? The ban on torrent sites has shown what a limited impact twisting the arms of ISPs can have.

There are countless encrypted services across the globe the UK would have no control over whatsoever. Plus with the ubiquity of VPNs, they wouldn't be able to detect the traffic anyway.

They're essentially betting that criminals will be too stupid to use anything other than WhatsApp at the cost of everyone else's civil rights. That's their ludicrous justification.
