Yeah, you can fire projectiles and command the ride to use its melee attack. Looks about as tight as the rest of the game too.
People typically mean as close to lossless as possible when they refer to uncompressed.There is no such thing as uncompressed video as it makes zero sense. And even lossless compressed video is only for production or to analyse stuff, with humongous resource hunger. In a consumer product, there is always compression (with losses), but there are many grades of possible quality.

UC4's cutscenes are realtime.They aren't uncompressed but are very high quality. They do the same in UC4.

Even the ingame errors and bugs appear sometimes in the cutscenes which indicates that the engine is still running the gameplay code while playing the cutscenes that is why you even get gameplay bugs and glitches in some cases: https://www.youtube.com/watch?v=f-OeztLjswE

IIRC, a downsampled mode for 1080p and the 2160c for 4K.
