You're probably thinking of Colorado's program, as it has been in the news for a while.

It is a resounding success, which means it will be dropped in CO and not replicated elsewhere.
The republicans who took over the state legislature last election already refused to extend funding for this program.

Compared to having an unplanned baby, yes, but not compared to conventional birth control.

I imagine it's probably cheaper for the state overall to use this method.
