New features:
Troopers can have genetic modification and psychic abilities. No word on MECs, but they seem pretty powerful enough as it is.
Genetic mods will change the look of troops armour to make them more distinctive.
One genetic mod mentioned was active cammoflage.
MECs won't use the equipment other troops do, instead they'll have specialist abilities like a healing mist, EMP blasts, jet boots and proximity mines *MECs do get unplugged from their combat suits in the base, but will visibly show signs of their augmentation.
MECs will be very expensive. All of the demos for the press have handed them a "dream team", more powerful than you're likely to see before the very end of the game. A very good player probably won't field more than three MECs over a campaign
There are "pretty big" additions to the strategic layer and situation room, and "a few new story elements", but they can't talk about them yet.
Medals can be awarded to soldiers giving as-yet-unknown benefits
The memorial board will now record the date and cause of each soldiers demise. (I do hope it specifies exactly which squadmate panicked and shot them).
Many more and varied maps. One mentioned involved fighting across the top of a dam.

That's true, the random elements they are adding to existing mechanics is nice - I should have specified that the one random element I wanted was stages. It would really give some life to the game. That and, as others have stated, a more freeform campaign.
However the option to change flanking is pretty sweet. I'm not so big on how Meld is implemented (for now) as I never liked the push and pull of wanting to play defensively but always being penalized. Terror missions are a prime example - I never liked always rushing forward to save civillians only to be met by a squad of baddies who get to move upon discovery. EU always seemed to push me back to playing defensively and adding a timed resource to the map just seems like a stretch. I'll wait for more experienced players to test it out though because I certainly am no expert.

I can't believe I survived as long as I did in your last one
So if I get this for PC, will it supplement the original game or is it totally separate? I have the original but haven't played it yet, was thinking of waiting until the expansion came out and just playing the whole lot, does that make sense?

It's the same game, just with a whole bunch of new stuff. Have you ever played Civilization? It's sort of the same way that they handle those expansion packs.
If you have the time, you might as well give the original game a playthrough, so you can feel what it's like. Playing the game again with the upcoming expansion will be like an all new, but still familiar, experience.
As far as I understand it treat it like a Civ expansion pack; it'll bolt 'around' existing systems. You're probably well off waiting.
