Inuyasha has a pretty strong fanbase, add that ontop of nostalgia and that some people get up for work or school at that time and you have a perfect show for that timeslot.
It may be popcorn anime, but it built up a pretty strong fan base over the years. It had some properly good episodes.
Those are great ratings, nothing stops this Sea Train!
Remember, ratings don't go up immediately when a show premieres or gets good. When OP turned into Hype Piece the ratings started to climb week by week. By week 2 or 3 Black Lagoon should be up there, assuming that Dandy going into repeats doesn't lower the first half.
Also while those rating look low for the back half of the block you've got to remember that even 400k on cable on Sunday morning after SNL ends is incredible.

I think Inuyasha was infinitely an easier show to care about and follow even if you were just the type waking up early half asleep and dazed for work on Sunday or church (the idea of watching Inuyasha before church makes me lol). The nostalgia element also works a bit in yea you don't need to be more than half conscious to follow (which also works well for us bozos who stayed up for it).
Also been binging on one piece again and ugh I forgot how much I didnt like Chopper's arc, all mostly due to Wapol being a horrible antagonist.

"Mystery of the Targeted Merchants"
The caravan is stopped and the three ninja are having a minor disagreement. Naruto wonders why the evil ninja came down this path and Choji says he only suggested this route because he didn't think the ninja were after them. Hinata says this isn't the best time for this argument, they should come up with a plan instead. Naruto agrees and Shun steps in and asks if the people pursuing them before are back, they are. Shun suggests they split into two and Naruto calls him an idiot for it. Hinata apologizes for Naruto and asks him for his plan. He grabs a stick and makes some x's in the ground. Imagine there are ten persimmons here. Naruto asks if it matters what type of food they are and he says no, so Naruto wants him to change the food to ramen. Hinata tells him this is all hypothetical but Shun makes it ramen. 3 people are protecting ten bowls of Ramen, that means they can look after roughly three bowls each. No, flat no, if it's Ramen then we should just scarf it down before the bad guys show up. Shun is confused by his idiocy. Hinata quickly mentions that this ramen is special delivery for someone who is very hungry. Naruto says its not going to taste very good if it sits out and gets soggy. Shun wants to move on with his diagram. Three people for ten ramen, but remember this ramen has legs and can run.
Five of the bowls can run very quickly while the other five are slow. Naruto thinks this Ramen thing is getting crazy. Choji gets it though and so does Hinata. Shun finishes the explaination though. 2 people guard the slow group, 1 person guards the fast group. Naruto gets it and Shun does the math. 2.5 ramen bowls to guard in the slower group more likely to be attacked. The slow ramen being the eldery and the children while the fast group is the young men and women says Hinata. Shun says exactly, The fast people can escape while more people are around to guard the slower ones. Naruto compliments Shun calling him an intelligent fella. Yurin asks Shun if that doesn't expose the elderly and children and Shun says it's the only logical plan. Everyone might die if they all stick together. The young people apologize to the elderly but they have no problem with the plan. Hinata is going with the fast ramen while Choji and Naruto are going with the old and slow. They are counting on her and she says they will protect the group. Yurinoshin quietly brings up his true concern with Lady Haruna, that this is a selfish ploy to distract their pursuers from the true target, her. She doesn't seem to care though and reminds him of his true mission, to protect her. She thinks everything will be fine when Kikusuke defeats their pursuers. Choji thinks they should get going and Momiji just knows he will keep them safe. She's got nothing to worry about. Naruto tells Choji to get going, he'll double back and check the traps. Choji thinks it is dumb to run head long into the enemy but Naruto is restless and hates getting ambushed. Choji tells him to wait but Naruto tells him not to worry, he'll be fine. Choji isn't worried about him though, he's worried about guarding five people alone and Momiji thinks the plan is ruined.

They don't quite get it but she goes on and Choji figures it out, they're after someone in the other group! Naruto still doesn't get it but Choji tells him Hinata is in danger and that they should abandon their goods and hurry after.

Naruto then asks if they don't know anything why did he find Kikosuke in full ninja gear? Shun doesn't have to answer these brats but Hinata wants to know why and Choji says everyone is at risk if they don't know. Yurin gives up Kikunojou and his real name is Yurinojou. Shun tells him to shut up but Yurin isn't done snitching, she's Lady Haruna the only daughter of the feudal lord of the Land of Greens. Granny says she's gone and gotten herself all growed up.

Naruto asks why they are traveling with the merchants and Yurin responds that they heard of the coup and that half of the officials were bought off so the feudal lord sent his only daughter away. Hinata wants to know who would do that and Yurin tells her it was three brothers called the Janin, evil ninja from across the sea. They are named that for their special jutsu. Kill without remorse, use people and throw them away, etc, etc. Hinata wants to know why they targeted the Land of Greens. Yurin doesn't know that answer but him and K-man commissioned the Leaf Ninja secretly to guard this caravan because they needed backup. Hinata asks the obvious, why would you hide this from the Leaf? Lady Haruna says her escape was top secret and she couldn't trust them and if they had known they'd probably turn tail. Naruto cuts a scathing promo saying if they had known the truth Kikonojou would still be alive. Lady Haruna's not buying what Naruto is selling though, if one of you had gone instead you'd probably be dead. Choji brings up that if they had known they could have kept the old people and children out of this and Naruto is angry about their decoys. Lady Haruna has no sympathy and Naruto calls a leaf roll call and he expresses his anger to the former Shun. She still doesn't get it, she's the last heir of the Land of Greens so she must survive no matter what. Even if the land is destroyed. Naruto doesn't like this talk of wasting innocent life and goes to Bright punch this girl.
Yurinojou with the save. He begs forgiveness for the princess. Lady Haruna asks if Naruto has forgotten the mission. Yurin intercedes saying that it is his mission to protect you while technically the ninja's mission is to protect the caravan. She's shook by this revelation. Hinata brings up what you're all thinking, this was assigned as a simple D Rank guard merchants from bandits mission while guarding a noble from assassination is an A rank at the very least. The two missions have different risk. The princess asks if this means they are going to just leave her with scorn in her voice. Naruto asks her to make up her mind, does she want their help or not? Yurinojou says he will protect her with his life and Shun tells him to shut it, Kikunojou was more skilled than you so if he bit it you'd stand no chance. It is his fate and when his time comes he will do what he has to.
They stop for the night at a watering hole. Momiji shows Choji how to skip rocks while Naruto apologizes to Yurin. He wishes he could forgive Lady Haruna. She was taken away as a young girl to protect the dynasty of their fragile nation and held hostage there. It's a common practice for smaller lands. When she returned she didn't know how to trust anymore and is a victim of these troubled times. Choji is going to escort the real merchants to a nearby town while Lady Haruna complains over the loss of her decoy. Naruto can't believe it, they gave up all their possessions to save her sorry hide. She still wants to go with them and hide in the village too. Yurin says no, they'll just get attacked again. Naruto says it's their time to act as decoys and she says fine. Naruto, Yurin and Hinata are handling watch. Yurin tells Hinata he will stay with Naruto and she enters Lady Haruna's tent to rest. Naruto gives Yurin the kunai that Kikunojou was holding. He appreciates it, Kikunojou was a master of Flower Ninjutsu and they used to spar all the time. He never one a single match against him and now he never will. Naruto says he still has one chance, the path of revengenance against the Janin that killed him. Yurin likes this idea but notes that the ninja is here. Naruto doesn't know what to expect besides water but Yurin has an idea, kicking up Flower Art Flower Shuriken Flying Foliage or whatever. They are busted up by the bubbles and kunai comes flying at them. He checks the first tent looking for the princess, no one home. Yurin claims revengenance and the two...jump off the nearby cliff? The Janin jumps after them and they clash their kunai against his tonfa's. The evil ninja claims they are one short to beat them but Naruto already has that covered with a kunai barrage of his own from above!
Stopped by water they fall to the ground uselessly. "I love water" as he knocks both of them to the ground. He's going after the little guy first with Water Style, Water Memory! Then he summons something into the bubble with Naruto. It's a bunch of piranha! Have we seen the last of Naruto?

Wapol is great at drawing heat. He's even worse than Arlong in that at least Arlong is an outsider who came in and ruined everything while he was their king damn it. Anytime a raid by a vicious pirate crew that topples the government is seen as a one hundred percent improvement you know you've got a shitty leader.

Dr Hiruluk scene is one the best anime scenes I've seen in fact the entire episode 86 is one the best things to come out of anime just a Masterpiece of an episode all around.
Wapol is definitely the weakest of the early villians but Choppers arc is made by the gdlk speech. Shit had me fucked up for a while. That could also play into why Wapol was such a shit villian tho. Op villians work because you want the everlasting shit to get beat out of them but with Wapol he sucked so much you wanted it to happen ASAP.
It kinda looks like Baccano. It's not as good as Baccano, but it does look like it, sort of.
