For example let's look at Destiny 2. It was announced that it's gonna run at 30 frames per second on Xbox One X. And that is a game that you can, according to the technical specifications, be run on Xbox One X at 60 frames per second.

But then, obviously, they're in a situation where they can't have it run better on the Xbox than on the PS4 because they have a deal with Sony

Though they could probably not have a deal and still aim for the LCD in performance, I don't think we had MANY 30 fps XB1/60 fps PS4 games, did we?

EDIT: But the CPUs are still such that they probably would still be a limiting factor, and they'd be limited by the MP parity mandate from Sony unless they decided to stop giving a fuck there.

I assumed it was 30 frames because they'd be sharing Crucible and other competitive modes with the Xbox One S, which wouldn't be able to do 60.

Microsoft has stated previously they don't care if developers do this. It's up to them how they want to leverage the One X's power.
