His doctor could've slipped him something. There was too much at stake and the game showed these politicians have little empathy. The game went out of its way to try to be cynically grim realistic of corrupt government, and yet they don't have someone kill him and even let him confess on camera. Eh, it's a small nitpick but I think in general the game is quite smart and that part was not.
I mean if he did they would have found out is the point? And no one of that bunch of scumbags was going to risk to be the scapegoat. They were all just out for themselves.
Remind me how many days they had to come up with something between the reformation and Shido's speech? I think it was about a week. In addition they actually also couldn't be sure about Shido really being reformed. When you remember prior victims, like Madarame or Haru's father they couldn't tell by their behavior if they properly reformed. Like they couldn't be a 100% sure just based of off Shido's immediate reaction, given that they also didn't have a whole lot of reliable data on that.
I'm sure some of them had the hope that he would just find himself again.
Most of them just went through a phase of that seemed to be similar to someone having depression/apathy(Madarame for example shutting himself out, sleeping a lot, etc).
Not a whole lot of time to assess the situation and come up with a something good and all that while Nijima putting on the pressure.

I agree on the part though that I would have preferred if the true ending wasn't mandatory and more of an opt in like in P4 given that's it's basically a different story at that point. So people can just chose what type of game they wanted to end with.
That said I also see the point of how many would actually make use of that option after P4 or even just learning about there being a true ending.
Maybe the devs felt like it was arbitrary making that separation.
