We'll know soon enough, benchmarks and more videos will be coming out soon. However, I believe it's safe to say that based on the issues with the console versions the PC one is decent, given the circumstances.
It's all platforms happened, so I would say Ubisoft happened. Also so awkward coming from AC4 that ran completely locked 30FPS on both current-gen consoles.
Because it was a PS3/360 game that was built for PS3/360 and upgraded to PS4/Xbone with minimally improved graphics beyond resolution and smoother framerate?

Problem is that AC is played by a majority of casuals. They do not understand the concepts of resolution, frame rate or anti aliasing.They won't do shit to change their approach as long as people buy their games in millions. People really should answer with their wallets this time...

They had playable demos of it at PAX Aus, and I figured it must not be a final build with how bad the framerate was. This is getting into N64 territory.
Here's a Gtx 660 playing on high, 40 fps average.

The gtx 660 is about 10-15% faster than the 750Ti. So the 750Ti should logically be able to pull 1080@30fps.
