I would love to write up a thread asking this question.
So many recent games have been released quite horribly buggy and it seems to me like QA teams are non-existent...
This gen is all about releasing unfinished games and patching them later,

I'm not arguing against that. It's certainly 'better' than console.
In terms of the 660's performance, it could just be some weird anamoly that caused the minimum to be so low, but I'm just wondering if there are moments within the game where it just dips like fuck, which wouldn't be great even if it is around 40 a lot of the time.
It's just the Animus guys. In the AC fiction, Abstergo hasn't released the day one patch so that's why there's pop in and glitches. It's part of the story.
You can cancel a pre-order at any time. You aren't rewarding them with anything until the day you buy it. If you were going to buy day one any way, there is no difference between that and pre-ordering.Well you shouldn't really pre-order any games, don't reward devs for a game they haven't made yet
If they know they have a good profit on the game from the pre-orders alone, then they don't need to really strive to make the game as good as it can be, just get it done and ship it, then patch it later while you work on getting pre-orders for the next game that's 15% done

Its deadlines, share holders etc. Basically, a game like this should arrive in time for Holiday season. And face it, this one is going to sell gangbusters regardless of its quality. Its like 1% or less actively complaining.
Some of those NPCs pop in so late you'd have to classify them as DLC.
I imagine some low level engine programmer having this conversation with the lead designer:
Programmer: Sir, we've added the last few thousand protestors to the riot scene...
Designer: Good, good. Does it look realistic yet? Is the protagonist literally elbow to elbow with a sea of human dregs?
Prog: ...well, not quite, but sir the risk...
Des: What?!? Add another thousand. No, two thousand!
Prog: The engine, she won't hold sir. She's at her limits already! It's enough.
Des: *Grabs him by the shirt collar* I'll tell you when she's had enough. Get me my three thousand NPCs, or I'll find someone who will. Are we clear?

Probably because the games go gold before the optimization round is even finished. I wouldn't say so, the sea and shader effects were completely different level, as well as foliage.
Are we playing same games? I have very noticeable and aggressive popup everywhere, with frequent drops to 24-25FPS all the time.
Watch Dogs was well optimized on consoles at least. It was nothing like this.

Not really. The sea was just upgraded on the PS4 version, it wasn't completely different. Either way, disagreeing on the minutiae is irrelevant when Black Flag was clearly an entire generation behind Unity on graphics technology.
You might prefer the 1080p30 presentation of IV to the 900p~30 presentation of Unity, but let's not pretend that the reason for the downgrade in IQ aren't massively obvious to even a cursory glance.

What is very clear is that Ubisoft should have done a much better job when designing the game and setting performance targets. 20something framerates on consoles with frequent dips below that is not just poor performance, it's unplayable performance. The engine is clearly not up to the task or they just didn't have time for proper optimization. For the life of me I can't understand why they didn't just dial back the crowds and the scale of the game if they had so many issues with performance. I just don't get it.
Ubi is pushing the lower fps limit before their the majority of their customers demand a refund.You only need one good frame for a screenshot.

Yeah, the pop up is way more glaring to me.You know the frame rate is one thing. The pop in is something else entirely. I don't mind devs pushing hardware but this pop in is absolutely fucking ridiculous.
I haven't seen pop in this bad in a very long time.
