After reviewing the details from all parties we have come to a decision to release Noel Brown from the Ultra Arcade team, and ban Noel from competing in ALL Ultra Arcade Events, & ALL Killer Instinct World Cup Qualifiers (Including the Cup itself) for the duration of the KIWC 2017 Season.

Over the past weekend, we were notified that an unfortunate case of sexual harassment occurred at Combo Breaker 2016, a Capcom Pro Tour Ranking Event, where a female attendee received unwarranted and unwanted contact from a male attendee, who is confirmed to be Noel Brown. This incident was also captured on camera during the live stream before the Street Fighter V Losers Finals match.

We have worked closely with the tournament organizer of Combo Breaker to gather all details surrounding the incident. We have found that the victim, who wishes not to be named, has gone on record and confirmed this was an inappropriate act from Noel Brown and was not consensual.

As a result, we are banning Noel Brown from competing in the duration of the 2016 season of the Capcom Pro Tour as a first offense. A second offense will result in a lifetime ban from participating in all future Capcom Pro Tour events. We will use this as a baseline penalty if similar incidents occur in the future.

We do not condone any acts of harassment and we want all of our players and fans to know we will continue our work to ensure that all Capcom Pro Tour events provide safe, inviting environments where the focus is on healthy competition and exciting rivalries.

We support Combo Breaker's decision to ban Noel Brown and support any tournament organizer who decides to ban anyone from their event who they feel is creating a hostile environment for other attendees.

Small steps, better than nothing.
It should've been a perma from the get go and this kind of incidents involving physical sexual and non-sexual harassment should skip the "first offense" card but again, better than what it used to be by a long shot.

Glad action was taken, Noel's been asking for something like this to happen for a while. I'm sure EG will find someone to carry their sticks for the time being.

Like I said in the other thread. Hopefully this is a ripple effect and other majors ban him. Capcom really only has the capacity to ban him from entering SFV, but not ban him for the venues or other tournaments.

Hopefully other TO's take the stance and really do something.

This was years ago. From what I remember. Smoother Viper was just talking shit as Noel was losing lol. Noel took offense and after the match was over got up and used Bionic Arm on him.

As someone mentioned above, EVO banning him is probably the bigger news.
 
So since it isn't explicitly stated in the title might be good to mention that part of his punishment is that any subsequent infraction is a lifetime ban. This dude has had countless issues over the years. Seems inevitable he'll be banned soon enough. And if he doesn't, then he wised up.

Permabans without heads up always seems odd to me, even if I agree with the idea that there should be no tolerance for this stuff.

My favorite part of that video has always been the dude in the front whose entirely unfazed by it all even though his controller gets ripped out of his hands. The only time he starts to care is when the almost start falling on him.

As someone who knows how rage inducing losing can be (hopefully we all do), when you have someone also talking junk behind it...

No excuse but oh boy.

Fair ban, though and fair consequences for a second offense.
