In US and in EU they will charge whatever they charge for the Xbox One Digital version on the windows store. It is a single purchase to get the game added to your account for Win 10 and XB1. Digital console games cost more in Europe so that makes this PC version on Win 10 store cost more. It is why many people I know in the UK are physical on console. Deals are often much better even at launch for games.
The worst bit is that digital is the ONLY way to go on PC. On Xbox you can go physical for 50 or cross-play digital for 70, but there's no physical copy for PC. YAY!

Steam gets their "reseller" cut and this exists also for physical games on consoles. It pays the storefront, not the platform holder. The MS/Sony/Ninti cut we are referring to here is yet another cut (the Constructor cut).

They don't take a cut from steam keys included on physical versions
Xbox takes a licensing fee on retail
Xbox takes a licensing fee + a store cut on their Digital Download store.
Sony/Microsoft take the store cut AND still have licensing fees.
