single player will be a barely developed aside.
SFV did this mistake and it was a failure. Most people buy games(at least fighting games) for single player, as seen in the PSN rarity data of the trophies from fighting games.
I don't remember GTAV trophies, but if there are single player and multiplayer related trophies just comprare the percentage of people who did unlock the easiest related one. You'll notice that a huge amount of players never played online.

GTAV is one of the best selling games in gaming history, it would be stupid to call something a flop because it didn't achieve its sales.
Horizon achieved top 3 of the quarter in 1 month being the only game of the list released in a single platform. And also the top new IP of the list, where there are only 2. Which means Horizon is doing a great job.
Ubi also did a great job being the only company with 2 brand new games in the list, being one of them a new IP set in a new genre, something that is very risky, and the other in the top 1.
Zelda is doing a great job especially considering that is released for platforms with a userbase way smaller than the other titles in the list, and if we compare its worlwide (including digital) numbers to previous Zelda games.
