It's over some pretty warm water right now. The further away it gets from Cuba, the stronger it will get until it hits Florida.
Traditionally, if a storm halts over warm water, yes. Some have made landfall, spiraled back out to sea and regained strength, then hit land again somewhere else.
Well if you wait a while you might not need to take them down yourself.

I think the three guys was Reed the tornado chaser and his group. They looked for him and didn't find him. The white van is with their group I think? Not sure.
