A 14 year old gotcha is kind of past it's sell by date. Those masks would have passed their use by date and even then I'm sure some parts of the ventilators would have perished. Where was all this gear being stored and who would have been paying for it "Just in case"?

I would think these things as still non perishable items and would have still been useful, but selling them off after a Crisis to have a new crisis 14 years later is fair game for a budget focused State or City.
