I typically associate PC with something like a computer that runs windows or apples operating system. Using X86 doesn't necessarily mean it's a PC. There are computers that run on arm like one of the older surfaces and technically you can use an ipad like one.

What I think differentiates a gaming PC from a console are the customizations that are made to said hardware. Like what the console manufacturers do to the APUs for example.

See? You have this vision of PC and you are not wrong, neither is the guy who thinks PCs must be AMD or Intel / AMD or Nvidia, with Windows or Linux, support to keyboard and mice, etc. I personally think it’s a too open concept to really take it seriously.

But when it comes to comparisons, gaming consoles are very different from “common sense” PC or gaming PCs, even though they are made from the same parts... So many things blur the line, like APUs, unified memory, GPU customizations, etc. I think calling consoles PCs is pretty naive.
