Which games had the best villains ?

Looking for some games with a well written villain , not the same im a bad guy and i have to destroy the world story , a villain that has a good motive to justify his actions and even makes me think that he might be right or makes you feel sorry for him . Are there any games with a villain like that ?

Xenoblade 2. The villians aren't really villians, they have a different perspective and goals.

Everyone thinks they're the good guy.
i dont have a switch unfortunately , i might get one for breath of the wild 2 and i saw that a 3rd xenoblade game was announced , if i will have the money i will get all 3 games

The original Assassin's Creed.
When you look at the story and listen to the Knights Templar you see that they do not wish to control the will of the world's people simply to satisfy some urge for conquest. They do it because they genuinely believe that human nature, allowed to run freely, will forever hold back if not destroy the human race.
It was around this assassination (timestamp 5:44):


that I started to question if they were really even bad guys. I sympathized with their goals it was only their methods that were truly questionable.

Grigori was pretty cool in Dragon's Dogma, he deserved more time on screen.
 
Batman Arkham City(yes I know asylum has the same one and sorta knight but he just shines so much in city), Borderlands 2(Jack is just awesome), Judgment/Lost Judgment, Far Cry 3, Warcraft 3.

As much as I think TLOU games are vastly overrated, the fact that depending on your personal outlook, either Joel or The Fireflies are the villains was probably the best part of that first game's narrative.

I think the game has so many villains, enemies is definitely not one of Final Fantasy 7’s problems. Since the beginning of the game you are hit over the top of the head knowing that shinra (government) is the bad guy. Now this company or government has villains that belong to them. No one accused these guys as being the best but I believe they’re capable.

They hit you with robot mechanical enemies, ghosts that all strike fear in you.

There’s also these turks who are bad news.

The Far Cry games have done pretty well with their villains. Vaas in FC3 is the greatest, and Joseph and his three lieutenants in Far Cry 5 are pretty great too.
Cyrus in Pokemon Diamond/Pearl/Platinum is the greatest villain of the series. He doesn't seek world domination, or a global flood or drought, or money, no, his plans are much more simple. He would just like to use a legendary Pokemon to destroy the entire universe and to become the god of a new world.
