Agreed. Also I don’t think reskin is the right term. It’s using the original map as a baseline. With a new game built on top (and below) it

Ragnarok has mostly completely new areas, the only one that is arguably "reskinned" from the first game is the lake, and you spend much less time there in Ragnarok (it has mostly side stuff).
