The amount of great music in video games continues to amaze me.
Must be seen and heard to be truly appreciated. Let me see what youtube has:
Thrash guitar that sounded too good, even for the SID chip. Bonus points for the flashing epileptic border.
Another great one that had me entranced when I played it.
The music and the cool early 3D were fantastic: http://www.youtube.com/watch?v=COZFtqciZkw
Civilization IV
Scribblenauts, where the majority of gameplay happens on the title screen.
This here is a close second...

The best music of any game.... EVER
does MGS4 count?

You are correct. But this thread will be dominated for the music or graphics. Flower defined the game's entire theme at the title screen, evolved, required unique user interaction, and looks very nice to boot. Clearly the best I have ever seen.Flower has one of the best in my opinion. I love how it changes based on how far you are into the game.
Civilization IV

This is my favourite. The petals climbing that tower, beautiful music... The moment I saw that title screen I knew I bought a great game.
MGS4 is a close second.
God of War is also worth mentioning, it was a great idea and it's instantly recognizable.

Doesn't GoW start a cinematic immediately from the title screen when you start a new game?

This was great too. The music was amazing.L.A. Noire
Also, best introductive monologue ever in gaming history.I'll just leave this here.
Going to echo this sentiment. It's just so slick in every way. Still gives me goosebumps.
In my opinion, the entire boot-up sequence on Metroid Prime 2 is better than the original Metroid Prime, and probably my favorite title sequence in a game, ever.
