One big difference between this and PC services (Steam, Origin, etc) is that almost every PC, if not every PC, is connected to the internet 24/7. Client-side problems only arise when the internet is down or you're moving house and don't have internet temporarily.
Consoles are often used offline, taken on trips, to friends houses, away from a decent internet connection. In the case of older Xbox 360s often they are never connected to the internet due to lack of Wifi. Obviously any PS3 with a downloaded PSN game had/has access to the internet, but unlike PCs they are very often used without internet while I'd say PCs are without an internet connection a few hours a year.
