I had this question as well awhile ago, apparently the full dub is out but only the first 15 episodes were released on DVD. Dunno why they're sitting on it :/

The dub as a whole is on some weird xbox 360 manga/anime app but I'm not sure where else you can watch it don't think it's on Hulu or Funimation.

i really hope that was their mentality behind this, to just refresh the memories of people who have watched the show before. because i cannot imagine that the whoever made these thought they would possibly enlighten new viewers.

well these honestly shouldn't even have been what they were summarizing. they should've been giving an overview of the characters.

well, they do recap prior stuff if it becomes necessary, right? at this point the most important thing is probably for people to get to know the characters.

Oh man. Just listened to Sanji on the 4Kids dub and it is so bad. I guess time and nostalgia must have distorted my memories because I used to think the Brooklyn accent fit him so well. I love new Sanji's voice. I also love the weird voice he does when he sees Nami or Robin.
Why would they edit his mouth like that? Luffy looks adorable with that goofy smile of his.

The thing about Ace's back Manji is 4Kids nor Funimation edited it. Toei did.
It even extended to the manga as after Enies Lobby, Whitebeard's logo changed from the Manji to the Cross.
Here's a good idea of what the 4Kids voices were like.
Luffy: Either bored as hell or loud and screechy. No middle ground.
Zoro: The only good voice! Hampered by getting some of the worst dialogue.
Nami: Very screechy.
Usopp: Clown going through puberty.
Sanji: Brooklyn accent with a head cold (but you already know that).
Chopper: In Brain Point and Walking Point, he sounds fine. In Heavy Point though, he was given a deep manly voice.
Robin: Southern accent, all because she wore a cowboy hat in her first scene.
Other notable voices:
Mr. 2 Bon Clay: Little Richard
Vivi: BORED AS FUCK!
Shanks: Bert the Chimney Sweep from Mary Poppins
Mihawk: French accent
Hatchan: Patrick Star
Kuro: Really nerdy
Wyper: Mexican Vegeta (this is from One Piece: Pirate's Carnival, along with the 4Kids voices for Bellamy, Satori, and Eneru)
There's others, but those are the ones that stand out.
