that´s quite old... used it one or two times. You can load a video and edit it with text and cuts.. that´s about it..

no it's not new but PS4 is going to make it standard for recording game play PS3 left it up to the devs to use it which only a few games used it that I know of.
some games let you upload gameplay videos right to youtube & SingStar let you unload to the SingStar website.

huh, i did not know any of this lol. i just noticed the feature on my xmb.
I used it a few times in Pain & NOBY NOBY BOY
& that monster game to but I think I deleted that because I don't see it anymore
