When I mean underrated, they're not refered to as games you normally mention when you talk about snes. If I would recommend 10 underrated snes games my list would be like this:
Cybernator One of my favorite SNES games of all time. The music score is simply awesome. One of the top5 OSTs on snes imo. The gameplay is a mixture between Contra and a mech game with weapon upgrades.
Mickey's Magical Quest 1 I remember buying this game as a kid. It was a time when disney games were great efforts and not just shovelware like today. Beautiful graphics and atmosphere.
Pocky and Rocky Fun action sidescroller game with co-op.
Demon's Crest The sequel to Gameboy's popular Gargoyle's best with superb visuals and challenge.
Bubsy 1 Okay, I know that some people hate this game, but I bought it back in the day and thought it was an entertaining platformer. Plus the graphics were very colorful.
Goemon 3 snes This game is amazing. It's too bad that it never made it to the west though. It's a Zelda III esque adventure game and if you don't know japanese it's difficult.
Goof Troop Another good disney game with a top view like zelda. Shinji Mikami's first game.
EVO This game was a bit different. It's about a character whose goal is to evolve into the dominant life form on Earth. A sidescroller with RPG elements.
Goemon 2 snes Another Goemon game that didn't make it to the west. This one is a pure action-sidescroller so you don't need a lot of japanese knowledge.
UN Squadron One of my favorite shot em ups.
