I think it's better to look at it at how amazing his record is compared to anyone else in his sport, rather than how many medals for this exact reason, but even considering this he still has more than double the gold medals of any other swimmer (hell, he has more than double the medals of any other swimmer period)

i think it does. Look at basketball players. No matter how dominant Team USA is, they'll only get 1 medal each for each olympics.

We did ok before. They said that after Spitz stopped too. He inspired guys like Eric Namesnik, who inspired Tom Dolan, who inspired Phelps. Dolan is a large reason Phelps went to Michigan, because of the mid distance program there (where he was a glorified coach as he was already getting money in swimming so couldn't compete under NCAA rules).
