No. It's a staggered start. The track is circular. If everyone started at the same place, the guy on the outside would have to run more. To make it even, everyone starts in different places. The person on the outside starts ahead of everyone else while the person on the inside starts last. It looks like it's uneven but the runners are actually running the same distance. It evens out that way.

You run a longer distance on the outside of the oval so you start them further ahead.

Unfortunately he has used the same excuses that every other doper has used. First ban was for a drug that he used since childhood (similar to Chinese swimmer). Second was unknowingly taking it or something (similar to Russian swimmer).
