Maybe he is one of the hidden characters. Even though those could be baby Wario & baby Waluigi.

The three missing are probably Diddy, Bowser Jr. and Dry Bowser.

When will people stop jumping to conclusions? Not all of the boxes were shown on Mario Kart Wii's character selection screen. The screen expanded when more characters were unlocked.

Well, that'd be about right. Plus Diddy would get us to 28, leaving 2 more unannounced guys. I'd assume Miis are probably one. Maybe...Pac Man? ROB?
I would also guess that when you unlock more, more spaces will also show up. That happened in MKWii If I'm remembering right.

The last two spots on the 3rd row are totally Baby Rosalina and Baby Bowser.
The final spot is totally Mii.

Doesn't Smash Bros 3DS make Mario Kart 7 seem so rushed in retrospect? I was really disappointed with the character roster in 7; I'm really hoping there are more than the characters announced because a lot of these characters just look like filler now. I want some Dry Bones too!
Why aren't Toad and Toadette paired? Also mandatory grumbling about Baby Characters and Metal Mario as well, grumble grumble grumble
I get that picking characters independent of karts is a thing now, and that is cool, but I kinda would like to get back to each character having their own unique kart, if only so all the Koopalings would be "one character" that would be crammed into some kind of bus (and not taking slots away from way more deserving characters - team Dry Bones represent).
Quick edit PS: Ever since a poster on a Mario Kart thread pointed out the absence of Goomba, the world is a darker and sadder place.

I hope that's not the final character select screen. Not really a big deal but the presentation is horrible. I want my character select screens to be kewl, not lame.

Don't know if I'd say I'm a Birdo fan, lol, just seems like a weird omission. Then again she hasn't appeared in much recently anyways iirc so she's probably gone.
I can see Bowser Jr. fitting on the bottom row as well, to go with the rest of the Koopalings. But Mii is more likely
