While she doesn't play a jerk at all times, she always plays a character who has something wrong with her.

She often plays characters with a couple of screws loose. Outside of film you never really hear anything crazy about her, which comes as surprise actually.

I don't really remember any of his roles besides Governor Devlin on Oz and Juliet's ex husband on Lost, but he seems to be a natural at playing smarmy asshole characters

Zeljko Ivanek is his name. I've mostly seen him in TV roles: 24, Damages, and True Blood. He has an interesting look that serves many of the antagonist characters he plays.
