Yes, it uses equipment (shield, gravity jump, apparently some sort of radar scrambler, land mine, land shark)

It scrambles the motion detector or something putting down a lot of fake (non-existent) enemies. That's very cool IMO, will be funny and useful to use in CTU and Assault games.
