Hearing too many conflicting opinions on how bad the framerate gets on the PS3 version.
I come from a background where I would spend a lot of time perfecting Royal Guarding enemy attacks in DMC3 and instant-revving in DMC4. Does the framerate get bad enough on the PS3 version of Bayonetta that would make precise things like that impossible?

Well, I wouldn't say it's impossible, but I would say that the framerate would be something that would bother you.
So does the game have such time sensitive things in it? If so it's unplayable, as I've been saying over and over...

No the framerate and graphical quality never got fixed.
That's the demo, although I have no idea if it improved any in the final game. In the clips of the final game of the video I posted it is consistently above 30fps(prologue aside).

Also has pre/post patch loads times on the chart. Check the second vid. Almost never hits the 30fps line.

Bayonetta PS3 runs consistently worse, with worse tearing, and washed out visuals, than the 360 version. This version, and no patch, will fix this.
The patch adds an install option with dramatically improves loading times, which were terrible in the vanilla version. Loading is not an issue with the patch installed. That is the main improvement it offers.
If you own a 360 and PS3, you'd be mad to skip out on the 360 version of Bayonetta. It is objectively the superior version.
If you only own a PS3, and thus that is the only way you can play Bayonetta, you too would be mad to skip out on it just because of the port issues. The port issues are bad. It's not a very good port. But it's more than playable, none of the issues are "game breaking", and you'll still have an excellent experience.

It is night and day.
To be honest, I don't think I would have bothered buying the game if I only had a PS3. The xbox version's framerate is already less than optimal, and plummets every time the game engine is stressed (which happens mainly during boss fights). I wouldn't want to play a game than runs worse than that. Sure it's a good game, but I wouldn't want to play it and then think every 5 seconds "I wish this game ran better than that".
