Im going to have to say Washing Machine (love that album) by Sonic Youth. Last Rights by Skinny Puppy is amazing too if you're into that sort of thing. Visceral, surreal, grimey. A real masterpiece, the last one by that group.
 
This sums up the 90's as they were for me. Hip Hop, Q-Tip, Rock, Spike Jonze videos, B-Boys in top form:

Beastie Boys - Ill Communication

This is the album that was released in the 90's, that I still listen to the most. One of, if not the, best ambient album of all time:

Tarantino puts together great soundtracks.
 
Loveless is a fine choice. So much emotion and textural innovation confined in such a beautiful fuzz.

I'm a huge R.E.M. fan and Out of Time is the reason why. My dad bought it on a whim and I wore that cassette tape out listening to it.

Balil's Merck and 3/4 Heart are my 2 favorite songs from any artist.

From start to finish it's probably one of the most complete albums I've heard.

Oh, I thought you had some big theroy behind that choice. Yeah, Merck is timeless stuff and the album is really well thought out through and through.

I'm not going to say any album is objectively perfect or "the best" of its decade, but OKC was so groundbreaking, so complex, so perfectly crafted, I'm still in awe of it and it continues to grow on me years after I'd normally get sick of most albums. Definitely gets my vote.
 
I'll through one in for Illmatic, but Soundbombing 2 has aged equally well. The Roots' Things Fall Apart deserves a mention

I want to put something from the Beastie Boys in there too, but my favourite album of their's is Paul's Boutique, which released in 1989.

The DJ KICKS series of albums were, I think, massively influential beyond each one's respective genres. The Kruder and Dorfmeister and Daddy G ones especially. Love those.

Staying in the general electronic genre, Sasha and Digweed's Northern Exposures were excellent. A word has to go to Crystal Method's Vegas, for it made break beats something of a household name.

edit: I just saw Dr Octagon (paramedic faetus of the east) named. lol, love it.

No, not any theory. This album resonates with me more than others. It's that feeling of using machines to capture the human soul, which is lacking in a lot of today's electronic music. (Can thank Detroit for that).

And yes, Atypic's Otaku and Balil's Flux are great. Anything that comes out of Plaid's pseudonyms is way up on my list.

The album may have a stronger following within the producer camp. Pretty sure this is one of Photek's favorite albums across any genre.

This music is doomed to obscurity, and liking it makes you wonder if you will ever belong.
