The new character designs in MKX are a million times better than the ones in the PS2 era.
I don't think people remember how bad some of the designs in DA and Deception were
like Hsu Hao
and Havik
And Drahmin
All three of those are absolutely awful. In comparison, the new designs in MKX range from good (D'Vorah, Erron Black, Takeda) to mediocre (Kung Jin, Kotal Kahn). None of them are anywhere near the level of bad as the ones above.

But yeah, although we barely got any newcomers in MKX, and most of the ones we did get were relatives/offspring of existing characters, I liked what we got.
My choice for "Best" would have to be Wii Fit Trainer; it's just such a ludicrous concept for a fighting game character, but they're so fun to use.
Incidentally, I had to Google Wii Fit Trainer for that picture. Here's a tip: Don't do that. I even had Safe Search on...
As for my worst? I know there was some SNK character that I hated beyond reason, but all I can remember is that she was female, and had awkward controls. Since I can't remember anything else about her, though... Norimaro?
Whoah Whoah Whoah....I agree on Drahmin and Hsu Hao, which most people universally hate, but Havik is awesome. He's one of the few good things from Deception.
In hindsight I can agree that putting Havik in the same category as Hsu Hao and Drahmin is maybe a bit harsh, but that weird chest/shoulderplate thing he has going on is terrible.
Most of the characters that debuted in the 3D MK's (4-Armageddon) are shockingly bad. It's no surprise that Netherrealm are in no rush to make many of them playable in the current games.

Adachi from Persona 4 Arena Ultimax. Like a Terumi or Hazama from BlazBlue, his animations are on point with his character, and I love it. He just trips the opponent and laughs at them as a throw. I always enjoy playing him
But he's a wizard now. He's cool as a wizard, but my friend loves ninja Ermac and was bummed about the overhaul. I think Wizard Ermac and Pharoah Ermac, specifically, is awesome.
Aside from being my mains and REALLY fun to play as, they're also pretty fun characters in the story. Beowulf is a hilarious hairball of wrestling references and unyielding hype. He's a relatively old man that's been out of the game for a while, and though initially in over his head, he proves he's still got enough in the tank to tumble with a new generation of freaky teenage girls with head defects.
Meanwhile, Eliza is a shoutout to all things Ancient Egypt, and Ancient Egypt is fucking tight as shit. Eliza is also a COLOSSAL asshole, the most magnificent of trolls. She's a famous singer/performer who's well known for her blood drives for charity... but it turns out she's an ages-old vampire that can manipulate blood, and actually uses the donations to keep herself young and beautiful. Her entire skeleton is a cat-woman-monster parasite named Sekhmet. They're both smug, haughty, and more than powerful enough to back it up. (story spoilers incoming)
Besides killing Cerebella in her story mode (probably not canon), she also kidnapped Ms. Fortune to keep as a pet/fountain of youth, mummified Filia to keep as a trophy until she finds a better host for her parasite Samson (which would kill Filia, fyi), and attacked New Meridian as a GIANT BLOOD BEAST JUST BECAUSE SHE COULD. Oh yeah and in the past she KILLED TWO GODDESSES.
So yeah, play Skullgirls, it's fuckin' nuts

Entire Smash Bros. roster also gets a shoutout in the best category (even the ones I don't like), and worst... I'd have to be reminded of. There are a lot more characters I like than not.
I'm surprised Nitara hasn't been in other games aside from Armageddon. I really hope she can make into MK X as DLC or another future MK game someday. Its not too often we get vampire characters in fighting games and theres alot they could do with her in variations.
