Well known game modder iHcJames has got his hands on a copy of Black Ops 2 and already modded it!
He is also known for modding MW3 & leaking terminal gameplay before it was even announced.
The video is no longer on iHCJames' channel as it got taken down but many people have captured it and uploaded it as the youtube user below has.

If it is a GamesCom build its a preview thing, with limited content. It also contains debug stuff, so it could be less of him "modding" and more him finding the debug commands to enable different parts. And this is not retail in any way shape or form.
