The thing about Japan is the fact that there are SOME (not all but some) Nigerians in the Shibuya, Shinjuku and Roppongi area that cause problems from time to time. This colors the perception that the local business owners have of black people in general. Which then leads to the "with arm candy only" rule. Now, I'd have no problem with it if I knew it applied to all guys or even all foreigners but so far I've only seen them have issues with single black men.
