Pretty much. Though I'd imagine Bungie isn't innocent here either. If they'd simply make the maps free and lump everyone back together things would get a lot better.

I think in the end, Team Mythic needs to be replaced with an all DLC playlist.
Ideally though, the solution is to have the map packs be free over time like they were with Halo 2, and the Heroic maps if they still want to charge for DLC.

I reckon players at higher levels have all the DLC more often than players at low levels as they're more committed to the game. It also helps when you go in with a party of 8 who all have the maps to which greatly increases the chance of getting a room with DLC owners. 1: Cry some more. Those map packs are no less valuable because new things have come out. They have equal quality, and you can still play the maps in matchmaking and customs. Road to Rome was an entire expansion pack, and there were plenty of people playing it. I played it a bunch. I think Secret Weapons may have been less popular. Though you could of course find it if you looked hard enough in what we used to call a "server browser", the maps were still very rarely integrated into the playlists of more popular servers.
Charging for maps has been a terrible idea (for gamers) since its inception. Free maps on the other hand has always worked well (see UT/CS/TF/TF2 etc. etc.) both for gamers and developers.

All the tweaking and rearranging isn't going to mean shit in the end if it's still the same old crapshoot when joining a game. Matchmaking is the shittiest thing to happen to multiplayer gaming ever, next to having to pay for it.
How does it do that? Doesn't it make it harder to play maps you buy? I've never bought a mappack for a game that didn't have a server browser because I was worried that I wouldn't get my money's worth. ...At least I would like to think that way. The sad truth is that a majority of people prefer matchamaking to a server browser :/ It just has a convenient side effect of providing the developers with more money.
