Can someone explain frame-pacing?

Frame Pacing is something usually blown out of proportion, like CA, in order to shit on great games like Bloodborne

If you play BB on a tv/monitor that is not PERFECTLY calibrated and arent bothered by the CA there may actually be something wrong with your eyes. Its like a garish silver coating on everything.

On a perfectly calibrated tv its not offensive, but the makority if tvs are not perfectly calibrated.
 
I see so many explanations.

We all get music think of it like a melody skipping around in time instead of being what the artist wanted to begin with. So to gamers who think it doesn't matter it does cause no matter what fps you like this can create judder/stutter/tearing issues.
 
Sorry to bump an old thread but I recently got a laptop and it has an MX150 GPU in it which can be described as entry level.

Many games reach 30 or 60 fps consistently but they just look like utter stuttering messes. In fact anything between 30-60 fps just looks terrible. These include games such as Crysis 1, 2, Painkiller HD and Max Pane 3. I played plenty of XBOX 360 games which would regularly drop below 30 and they never affected me like this. In fact Crysis 2 on XBOX One felt much smoother.

Even when I cap these games at 30 they still look terrible. Why is this the case on PC games?
