It's not popcorn, it's yellow, orange and white fondant-based candy in the shape of corn kernels.

There are varieties with flavorings like caramel apple or chocolate but the classic kind just tastes very sugary. I don't think it exists in the UK but the flavor is kind of similar to the inside of a Cadbury Creme egg, in solid form.
