I'm honestly curious how many Capcom games someone who shouts stuff like this has played over the last 5...or 10 years.
The company is a mess, true. But "almost all their talent left" is hyperbolic nonsense when they are still capable of releasing Dragon's Dogma, Revelations 2, Monster Hunter 4-tier games.
And even then, what little there is of SFV is really good.
Wait a minute, so the one character per month was decided by Capcom US without consulting or any agreement with the people working on the characters ?

Sounds like Capcom USA is the one in the wrong here. Is it heavily run by fans? Or people who just don't get PR only works if you follow through?

Some Capcom game a long time ago (I wanna say SFxT) had "Capcpom" in the trailer trademark lines at the end. So it kinda became the tagline for all Capcom mistakes as it was just one thing in a long line of mistakes they had done, particularly in regards to spelling.
First print copies of Resident Evil "Revelaitons" on 3DS was also a thing.

I translated the bit about capcom USA to this
"We are sorry for our international players. Capcom JP decided to allow each regions divison to choose when they would release update information regarding updates to the players. (This was problematic as the JP site had updates on ibuki and other ahead of USA). We have realized the problems that it has created and apologize. From now on, Capcom JP will make it so that every update like this one you are reading is available at the same time".
I wouldn't say they're burning out Capcom USA that much but yeah I can see how they're shifting the blame a bit.

... to which the OP of that reddit post replies that he didn't see that part.The blog actually pretty much says "We didn't say we're releasing anything in May. Capcom USA said that. We didn't."
They're not apologizing for the timing of the Ibuki information, but rather they are saying the character wasn't "delayed" so much as that she wasn't supposed to be released in May to begin with.

Well to be fair to Capcom USA, they own the Street Fighter IP, not their Japanese parent company.
So the US branch has full say in how things go.
Capcom JP says that while Capcom USA released a content delivery roadmap, Capcom JP didn't, so the Japanese branch clearly didn't have the confidence the characters would be ready on that timeframe.
But Capcom USA is to blame here. They just showed a trailer for Ibuki and then we had to learn from a blog in japanese that Ibuki was delayed to next month. Capcom USA could have announced the delay along with the trailer, or could have simply refused to show the trailer and apologized. They did neither. So clearly they are the ones to blame.
and yet, capcom jp being the main branch, never actually said anything about the roadmap until problems with the release schedule started to arise, and just went along with it, they could have simply said that the roadmap wasnt to be taken literally, that it was just what they expect when it'll release, but that there could be delays due to the nature of developing games and its expanding content

Well the roadmap put them in a bind. They just never acknowledged it -which can be seen as just as bad, sure-. The right thing to do was to correct the roadmap earlier.
Still, in the current disaster Capcom USA still acted like Ibuki was coming; certainly Capcom JP wasn't the one to put the Ibuki trailer at the end of a tournament. Capcom JP was the one telling the truth, that Ibuki was being delayed, so certainly I cannot blame them for that.

I can't really say if Capcom JP or US is wrong because we don't know if there was a lack of communication between the two so Capcom US decided to jump the gun or if Capcom JP just operating on their own in leaving Capcom US out to dry. Something like this should have been handled internally and just tell the public that there will be btter communication instead of pointing fingers...

Don't think it is blame shifting, but blame accurate positioning.
It is ugly that they do this in public, but at the same time, this is even more openness from Capcom JP so yays. Capcom JP just dialed the transparency to 11. I am ok with that even if it at parts looks petty.
Maybe you guys can't handle this amount of transparency.

The gist of Capcom Japan's post on this subject is this:
- People have been asking us why Ibuki is later than expected.
- The information that created those expectations came out of Capcom USA with their content roadmap. Capcom Japan did not present this roadmap to the public.
- The Capcom Japan team and the Capcom USA team presented different information based on their judgment of what would suit their local audience best.
- Capcom Japan knew about the roadmap presented by Capcom USA. They judged that presenting information they weren't 100% sure about could create unsatisfied expectations.
- We have come to the painful realization that giving different information to different regions only invites confusion and uncertainty among our players. We are deeply sorry.
- Going forward, all updates about new content and characters will be the same for both regions. We'll keep you informed of new developments as soon as we can.
You know, instead of hoping Blizzard or Riot makes a fighting game to show Capcom how to do the genre justice you could just play Killer Instinct, MKX, Tekken 7, Skullgirls, Guilty Gear Xrd or KoF14.yea but we don't really know the full story here.
