I'll give my story of how i found this place
Few years ago, the greatest forum known to man took place on Gametrailer.com
The site underwent some changes(budget cuts), this ruined the forums since they removed faction forums which were private group forums that all were active on their own right. Right after the announcement GT forums was deemed doomed and people already started to pack their bags.
People tried make new forums, some even made dedicated sites for exiling GT members, but for every try, the new communities turned out tiny in comparison, activity wasnt even close to hayday of GT.
I became a vagabond, searching forums far and wide.
IGN? wasteland
Gamespot? more active but mostly wasteland
GameFAQs? not inactive, but horrible forum design and layout
Then i finally found this place, the front page made me excited, as it was like a swirling storm of active threads, all competing to be on top of front page, JUST like hayday of GT.
Only one problem, I didnt have a eligible email to sign up, I searched around the net for like 2 hours to circumvent this, but failed. Eventually forgot about Gaf, and went on with my life, Forumless vagabond.
Few years and I'm reaching the end of my education, and I'm currently in internship at a school were I do IT support, I had received a work email, but took me two months to realize i could finally try to sign up on Gaf, got approved about two months later, only now I only posted once every weeks or so, my forum life was so long ago, I no longer make sure to check in regularly like I did in the GT days when I was a teen.

Edit - still going to stay here until it/if it turns into yet another forum wasteland, i dont care about people who share my opinion, i dont care about what fanbase you belong to, really all I care about is to post in active forum filled up with diverse people and diverse opinions, but I guess that's too much to ask for. Maybe human being really are a tribal animal, a fact I always try to neglect
Yes, communities are about people, a huge part is, but a community's name still counts for something as well. It's more than just the people.
I kinda liken it to sports when people say a team is just a name, it's about the players and the coaches on the team. And that is true to an extent, but for example the Yankees will always be the Yankees. A team that no matter how bad the players suck on any particular year, will always be a big name and a place people will want to play.
Once an online community has been established as such, it more often than not stays that way. As long as NeoGAF is a big brand name, it will be a huge gaming community. Maybe not quite as big for a while going forward with the exiles, but it will still be a very large community. Brand names will always matter.

Basically all the good stuff (community, news, insiders) from GAF is now (very) active at the new site, and its functionally head and shoulders better.
Really? I think it's actually the opposite. It doesn't fill out the screen, the theme is definitely worse, smaller avatars, it is way less snappy (I have to hover over things and wait for it to open instead of just being able to click on it, useless animations at other points), the layout is worse which decreases readability. That's what I've noticed from the short time I've been there so far.
But, one huge positive thing: You can actually report posts now which is great.
Obviously the forum just started existing and they have time to improve things but for now, this one definitely beats it in terms of functionality and layout.
They'll never improve that horrendous mod and admin team.

It really depends on what places you frequent though. I'm mostly into older and niche games and haven't really noticed any elitism there.

Yeah when you look at the mod list over there and then the members who are populating the threads, I have quite a bit of hope for the future of this forum. All the filth washed itself away.

Depends on the person, what they want to see, and why they use any brand in the first place.

that having been said, i still can't see approvals taking as long as they did here (i recall someone saying it took them two years to get approved, which is frankly absurd), if only because there's not gonna be that many people chomping at the bit at first

There isn't any listing of juniors at all, but I believe new users just aren't allowed to create new topics.
Try making a thread and report back.
Anyway, I'm digging ResetEra for now, mainly because of the community and old/familiar faces, but they really need to do something about their layout.
