All the past base forms have the benefit of you knowing what they're ultimately going to end up as.

but they aren't judging that. For example, I think treecko by itself is an ugly pokemon, I don't like it. to me, its the stinker of gen 3. however it has the best final form evo of gen 3. that doesn't change the fact that treecko is still an ugly pokemon to me.

I'll admit that I laughed at the omission of Oshawott. I don't exactly love Popplio, but they'd have to really try to come up with a line as a bad as the Oshawott line and, to lesser extent, the Fennekin line.
