I don't think his point was about taking care of other countries but allowing people to immigrate to your country and the like. Normal stuff that countries do.
I guess they do participate in trade though at least.

im curious why it would be useless to introduce Namor without mutants since I'm only somewhat familiar with the character. I know hes one of Black Panther's antagonists and an Atlantian, but where do mutants fit in?
They do, to keep lesser countries from destabilizing and becoming an issue for Wakanda

they had a skrull mar vell so i doubt they were all that worried about him
because prior to AvsX he wasnt one of his antagonists. the flooding started the whole war

that particular storyline where Namor floods Wakanda was because he was possessed by the Phoenix, he let the power get to his head and decided to fuck Wakanda's shit up cause the Avengers were hiding there and he wanted to flush them out.
A movie just needs to change his motivation, which is easy cause Namor is a gigantic dick.
Namor: Your vibranium is poisoning all my water, fuck you Wakanda.

in hindsight maybe, but he that that the only people losing were the civilians. he didnt forsee the 50 states initiative being a massive fuckup, and the young initiative being a fucking trainwreck.

I assume he wasn't part of the actual mutant deal. There seems to be a few characters who are unaffected by it, or at the very least, fall into a grey zone (e.g. Skrulls overall being okay, but Super-Skrull the character is tied to the Fantastic Four franchise). Or he might've been specifically excluded from the deal. We don't know the details.
