Basically, Emma was psychically helping him keep his powers turned off so that the enemy you see in the first panel would think he was depowered and capture him, thereby letting him get close enough to tear down their whole operation. Emma couldn't keep it going forever, though, so by the end of the storyline, he had to put the visor back on.

Never consistently and there's always some other factor at play. When he jumped from his parents' plane with Alex as child (when his powers first manifested), the part of his brain that controls his powers was permanently damaged.

Well, it's a little different. Superman has heat vision, and bounces it off a mirror to singe off any stubble from his face. Cyclops has optic blasts, which are concussive, not heat-based, so he'd have to narrow the focus of the beam to be fine enough to cut through the hair on his face rather than just yank the hair off its root via brute force. And even then, he'd need a ruby quartz mirror.
