If someone who watches the past few episodes, seen the characters explicitly say power levels don't matter, or even read one interview with the man who made the series say they don't matter still worries about them then they're being willfully ignorant.
The whole point of this tournament is teamwork. The scouters were a metaphor for power level;s not mattering. They blew up and were unreliable. The people who depended on power levels like Frieza and his henchmen were constantly caught off guard and ultimately met their downfall for paying attention to them.
Go read the dragon ball super manga and see how fucking boring and lame it is when some one writes the show caring about power levels.
Are you trying to say that they don't matter? Because they do. That's not to say strategy and tactics can't overcome a power gap, but most of the fights are written in a way where the person who ultimately has the higher power level wins, because most of the fights (in Z+) come down to a brawl. They'll just matter less for the sake of this tournament since Toriyama wants to write it in such a way where teamwork and tactics will be more relevant.
The only reason scouters were ineffective was because people could mask their power levels or surpass their previous limits.
As for most fights in Z coming down to a brawl, that is only really true for the grunts. All the final villains in Z needed teamwork to some extent, with Vegeta and Buu being the most standout examples.

That'd make sense IF it was Goku's first time going SSJ3 but he states that it's a form he's been using in the afterlife, and at that point in time he's still dead, so it should still be the same strain. he basically aluded to the current roster of 10 not being the final roster before the tournament.
If we're talking Power Levels and the whole "Super Saiyan God and Beerus could destroy the Universe by fighting though!", it's fair to point out that Goku nearly destroyed the world by going Super Saiyan 3 because of the sheer power it generated, ...and then it was pulled off like nothing within 10 episodes of the same arc! So in terms of power levels and forms having an effect on the planet/universe, yeah, they seem pretty lax on that outside of the debut to push how strong a new form is.
That's actually been one of the most frustrating inconsistencies this series has had since Z. Vegeta powering up in the Saiyan Saga could shake the entire planet and fuck up weather systems, but later on Goku going Super Saiyan planet-side does jack-shit. And then in another episode you have Goku or Vegeta shaking the planet powering-up! There's like no consistency with those types of feats.

Along with my post above, I just take it as an emotional thing. Whether the character is mad, more composed, or just feels like showing off or looking threatening.

I think it is a combination of that and possibly the effects of a sudden new power is nullified if stronger beings are already present. Like, the world already felt the power of Gohan/Buutenks, why would Goku powering up add anything substantial to shake the world again? Goku going SSJ3 for 6 minutes was to keep Buu distracted longer, or that's how I took it anyway.
I guess it's worth pointing out that wasn't the case in the manga.

Hell, the Goku vs Vegeta beam struggle could have resulted in an exploded Earth if Goku lost. Toriyama went way too big way too fast with that.

I'm sticking with the idea that this isn't a thing for U-7 and is for one of the other universes. You don't stick 10 guys on promotional material and not use those 10 guys.

Thinking about it, I wish Piccolo had found out about the Tournament's details with his acute hearing, just like him listening to everything Trunks said to Goku when he first arrived.
