I don't think I've ever seen a Testarossa in a game that isn't OutRun. It's always the 512TR, essentially the second gen version.

Seriously, if you like animation do yourself and favour and at least rent the BR version, or pick it up used or something. The picture is absolutely stunning, possibly the cleanest eye popping animation I've ever seen, and you don't want to ruin it with artifacts.

No. The network issues delaying the PS+ version have no impact on the DLC schedule.
